EWS1 Survey & Assessment
The Royal Institution of Chartered Surveyors (RICS), The Building Societies Association (BSA), and UK Finance have agreed a new industry-wide valuation process which will help people buy and sell homes and re-mortgage in buildings above 18 metres.
The industry is also encouraging the owners of these buildings to proactively pursue independent testing of external wall materials to safely speed up the process for buyers and sellers.
RICS, the BSA and UK Finance have agreed an industry-wide process – to be used by valuers, lenders, building owners and fire safety experts – in the valuation of high-rise properties.
The External Wall Fire Review process requires a fire safety assessment to be conducted by a suitably qualified and competent professional and confirmed using the EWS1 Form. It delivers assurance for lenders, valuers, residents, buyers and sellers. The Review has been developed through extensive consultation with a wide range of stakeholders including fire engineers, lenders, valuers, and other cross industry representatives. Only one assessment will be needed for each building and this will be valid for five years
Most banks are adapting use of the EWS1 Form and are instructing valuers to consider its use:
- in respect of any multi-storey/multi-occupied building where there are concerns in relation to external wall systems
- where there are attachments e.g. balconies considered to represent a fire risk, or
- where there are any other significant fire safety concerns

Carry out the survey to determine whether the primary materials of the external wall are of limited combustibility, as defined in BS 9991:2015.
The EWS1 form will be completed accordingly: External Wall Fire Review through the selection of either Option A (where external wall materials are unlikely to support combustion) or Option B (where combustible materials are present in external wall).
If your building possesses external wall materials that are unlikely to support combustion, Conversely, if our assessor believes combustible materials could be present in the external wall, this will be reflected in the EWS1 form.
The EWS1 form will then be completed and signed by the Assessor
Please note. We DO NOT carry out any Intrusive surveys, which may include taking samples of cladding, other surface coating or any type of testing along which may need any further remedial or investigative work.

About The EWS1 Form
This form is intended for recording in a consistent manner what assessment has been carried out for the external wall construction of residential apartment buildings where the highest floor is 18m or more above ground level or where specific concerns exist (Note 1).
It should not be used for other purposes.
It is to be completed by a competent person with the levels of expertise as described in Notes 2 and 3 below.

The EWS1 Form is a form for documenting, in a clear and consistent manner what type of survey or assessment has been carried out for the properties external walls and its construction. This applies to all buildings that are over 18 meters in height. It was implemented in December 2019 following lenders requirements to have access to information that would be consistent with regards to cladding and external walls when being assessed for mortgage applications.
The survey has to be completed by a well experienced and qualified professional. Once the survey has been complete and observations noted this individual can then sign the form highlighting any remarks.
All our assessors are fully qualified to carry out EWS1 Surveys and sign the EWS1 Form.
